Prior to this role David was the Director of Policy, with responsibility for policy development across a wide range of areas both retail and wholesale, and oversight of he FCA’s Innovation Hub.
David has worked in regulation at the FCA (and its predecessor the FSA) for more than 20 yrs, spanning several different roles in Policy and Supervision. During this time at the FCA, he was involved in leading and delivering a number of large scale initiatives including the Retail Distribution Review, the development of the Senior Managers and Certification regime and implementation of PSD II.

Matthew is also responsible for the development of open banking, and has overseen the publication of the Joint Regulatory Oversight Committee’s (JROC) Roadmap which outlined an ambitious programme of work to progress the next phase of Open Banking in the UK, as well as subsequent publications.
Matthew is currently supervising around 1,300 payments firms and has recently implemented the FCA Consumer Duty amongst other things. He is driving up standards across the UK payments industry through both supervisory and policy activities, including partnering with other UK regulatory authorities to target the impact of APP fraud.
Prior to the FCA, Matthew was the Director of the National Economic Crime Command within the National Crime Agency (NCA). His responsibilities included leading the multi-agency National Economic Crime Centre which has a strategic UK system leadership role for economic crime and illicit finance. He also led the UK Financial Intelligence Unit (UKFIU) which has national responsibility for receiving, analysing and disseminating financial intelligence submitted through the Suspicious Activity Reports Regime. At the NCA, he has driven the public- private partnership with financial services to find solutions for government and industry problems together, including through a Crypto Summit. Matthew works to balance risks and opportunity of innovation and has carried this into his current role at the FCA.
Operationally, he is a multi-agency Commander with extensive experience in leading international initiatives and collaboration, including through his work with Interpol, Europol and international roundtables on serious and organised crime. He received national and international awards for his investigations and innovation.

Before joining ClearScore, Tim spent a number of years leading the HD Decisions business following its acquisition by Experian in 2014. Prior to that he spent his early career working in analytics at Capital One having previously studied engineering at the University of Nottingham. He is a keen sports and music fan.

Before consulting in the CIO office to deliver group programmes covering system decommissioning, platform implementations, banking entity closures, launching new products, and structural reform for the Private Bank.
Transitioning into fintech as Director of Operations and Projects at AskIf, launching CBILS with the British Business Bank as part of the initial wave of UK lenders. Developing SME green finance innovations, managing operational third-party vendors, brokers and external client lending portfolios utilising managed services.
Joining Standard Chartered Bank as their Transformation Lead in Financial Markets, delivering global change initiatives impacting all 45 regulatory markets. Leading the plan, design and transition of a material outsourcing programme under NDA within a full RFP lifecycle. Delivering business outcomes in people, operations, technology, communications, finance, risk & transition workstreams.
Most recently as the Interim COO of CFIT (Centre for Finance, Innovation and Technology), where he led overall capability across the organisation. This included governance, risk management, reporting, operations, finance, technology, HR and programme delivery. Partnering and providing ExCo leadership to drive forward strategic deliverables across Coalitions, Ecosystems and Partnerships.
Wasim received his Master’s in Economics from the University of Glasgow and more recently completed executive certificates at Saïd Business School, University of Oxford, and MIT Sloan School of Management. His focus areas are business strategy, digital transformation, client journeys, process reengineering, lending, regulatory adherence, corporate innovation, platforms, open finance, and outsourcing solutions.
